According to the award citation: “The PEO IWS T&E Enterprise Team demonstrated outstanding Modeling and Simulation performance by articulating a new paradigm for operational testing of Navy ships that consolidates testing across ship classes and implements M&S at an unprecedented level. The IWS T&E Enterprise Team aggressively pursued culture change in Navy T&E by indoctrinating Probability of Raid Annihilation (PRA) Testbed simulation events as formal test events in the Enterprise T&E Master Plan. This new capability resulted in improved performance assessments, a Navy cost avoidance of $200 million and is in the finest traditions of our Naval Service.”
